Oregon Washington Tattoo Artist License Roles

Oregon Washington tattoo artist license roles differ: Oregon licenses at state level; Washington also uses county oversight. Check locally before working.

What to take away

This Oregon Washington tattoo artist license overview compares state and county roles, then flags local details to verify before working.

  • Oregon runs one state system. The Oregon Health Authority licenses artists, apprentices and studios.
  • Washington splits the work. The Department of Health licenses the artist and the shop, then each county issues an operating permit and inspects.
  • A Washington artist license is valid statewide. The county permit is not, so changing counties restarts that step.
  • Neither state swaps credentials. You reapply, and documented hours may count.

Where each state puts the authority

Oregon keeps body art at state level. The Oregon Health Authority licenses the artist, the apprentice and the studio, sets sterilization standards and enforces them. Tattoo artist licensure is administered by the Board of Electrologists and Body Art Practitioners under the Health Licensing Office; applicants must submit an application with required fees.

Washington hands the Department of Health the artist and shop licenses. Counties inspect premises, issue operating permits and answer complaints. Local rules can be stricter than the state's.

Oregon's single state track

You need the personal license before you tattoo anyone. Apprentices register with the state and work under a licensed sponsor.

For the wider paperwork stack, see our guide to tattoo studio licensing requirements.

  1. Register as an apprentice with a licensed sponsor and start an hours log.
  2. Complete bloodborne pathogens training that meets 29 CFR 1910.1030, including an exposure control plan.
  3. File the artist application with your training certificate, identification and fee.
  4. Confirm the studio's license and pass inspection, or verify the shop license if you rent a chair.

The studio holds its own license, so a solo artist renting a chair does not need a second facility license.

Oregon does not accept a Washington license. You apply as a new applicant, and documented hours may count.

Washington: state license plus county permit

Washington issues the artist and shop licenses through the Department of Health. Counties enforce locally.

  1. Apply to the Department of Health for the artist license.
  2. Finish bloodborne pathogens training and keep the certificate.
  3. Line up a shop sponsor, or lease space that can pass county plan review.
  4. Apply to the county for the operating permit, then pass the pre-opening inspection.

Shop licenses come with a county operating permit. The state credential travels across county lines. The permit does not.

Apprenticeship hours and sponsor records

Oregon runs a registered apprenticeship with defined hours and a sponsor who signs off. Washington leaves much of the detail to counties.

If you are deciding between an apprenticeship and your own space, our guide to opening a tattoo studio step by step covers the sequence.

Oregon measures apprentice hours in the hundreds. A commonly cited range is 300 to 1,000. Confirm the current figure with the Oregon Health Authority.

Both states run OSHA-approved programs, so their rules can sit above the federal floor, as the OSHA state plan listing explains.

Sponsors should hold, for each apprentice:

  • a signed training agreement
  • an hours log with dates
  • a list of procedures observed and performed

What inspectors in Portland and Seattle check

Portland sits inside the state system, so a studio there faces the same rules as one in Eugene.

Inspectors start at the sterilization area. Spore logs, packaging dates and clean-dirty separation come first. A missing log is a common finding.

Seattle runs through Public Health Seattle and King County, which can add conditions on hours, waste and occupancy.

New shops and remodels submit plans first, and King County checks sink placement, flooring and equipment layout.

Fees, renewals and reciprocity

Fees change. Treat every figure as a starting point and confirm it with the issuing agency.

Artist licenses in both states typically run from about $25 to $150. Studio licenses sit higher, often in the low hundreds. Washington adds a county permit, commonly under $500.

Renting a chair in Washington

A rented chair does not move the license. The shop holds the state shop license and the county permit.

Your personal license travels with you but does not authorize a room. Rent space in a shop with a lapsed permit and both of you are exposed.

Booth rent and commission carry different tax treatment, as our piece on 1099 and W-2 status for tattoo artists sets out.

Business registration is separate. The USAGov small business page is the federal starting point.

Common questions

Can I use a Washington license to work in Oregon?
No. Oregon treats you as a new applicant, and documented training hours may count.
How long is a tattoo apprenticeship in these states?
Oregon's registered apprenticeship runs into the hundreds of hours, commonly cited between 300 and 1,000. Washington sets most of that detail at county level.
How often do licenses renew?
Both states publish renewal cycles in the one to two year range, and Washington county permits renew separately. Check the dates on your own documents.
Does a solo artist renting a chair need a facility license?
In Oregon, no, if the shop is licensed. In Washington, the shop must hold a current county operating permit, and you need the state artist license.
